Marking the 11th anniversary of the Republican “Contract with America,” Rahm Emanuel, Nancy Pelosi and other Democrat leaders gathered to share the Democrat leadership’s view on American prosperity. Also attending the conference was House Minority Leader Steny Hoyer, who spoke about the need for a Democratic agenda for the upcoming election. When asked if Democrats would have a concrete plan, Hoyer replied,
